cause its usb powered i dont know if it needs more power

The PS3 isn't Linux based, it is capable of running Linux (except slim versions), it uses a proprietary OS (XMB).
USB Powered means that it has it's own power source (rather than relying on the power feed from the Usb Port).
You will need to format the drive to FAT 32, which will require a PC. You cannot format more than 32GB via the windows utilities you will need to use the command line.
Go to ‘run’ from the start button and type ‘cmd’ to bring up the command window.
Type this in the command line: format X: /FS:FAT32
Where X: is the drive letter than Windows uses for that drive.
